Solomon Amendment Compliance Policy

Otis College of Art and Design complies with the Solomon Amendment (10 U.S.C. §503), a federal law requiring institutions receiving certain federal agency funding—including federal financial aid—to fulfill military recruitment requests for access to campus and for lists containing basic student information. Under the Solomon Amendment, branches of the military may request and receive limited student information that would otherwise be restricted under the Family Educational Rights and Privacy Act of 1974 (FERPA).

The Solomon Amendment supersedes some elements of FERPA and requires colleges to release certain information pertaining to currently enrolled full-time students, ages 17 and over, once per term. The information disclosed is limited to:

  • Name
  • Address
  • Phone number
  • Email provided by Otis College
  • Age / Date of Birth
  • Degree program currently enrolled in
  • Degrees received for recent graduates

Disclosure is limited to information already in the College’s possession. Otis College is not required to collect or maintain information solely to respond to Solomon Amendment requests. 

The Solomon Amendment also recognizes student and parental rights under FERPA to restrict the disclosure of private information. Students and parents may request that Otis College withhold student information by submitting the Directory Information Restriction Request.  Information on restricting directory information can be found in our FERPA guidelines.

Students who have restricted their directory will not have their information released under the Solomon Amendment. Additionally, information will not be released for individuals not recently enrolled or who are under age 17.

Military recruiters may request student information once each term for each of the 12 eligible units within the five branches of the service. Requests must be submitted on the Department of Defense entity’s standard letterhead, citing the relevant legal authority under the Solomon Amendment.
